鑒于中國西藏當(dāng)?shù)氐拿褡鍌鹘y(tǒng)、文化古跡和生態(tài)環(huán)境保護(hù)的需要，政府規(guī)定，持有外國護(hù)照(國籍)的游客進(jìn)藏需要辦理外國人旅藏批準(zhǔn)函，同時，也規(guī)定外國記者和外交官不能以旅游者身份進(jìn)藏。
外國人進(jìn)藏不能自助游，必須通過旅行社以組團(tuán)的形式出游，全程由導(dǎo)游陪同，旅行社提供用車、住宿。一般情況下，需要2位或2位以上才能進(jìn)藏，并提前取得外國人進(jìn)藏許可證（入藏函）。外國人坐火車、飛機(jī)時，需要出示入藏函才能上車(登機(jī))。
西藏的部分景區(qū)屬于未開發(fā)區(qū)或軍事管理區(qū)，因此，有的景區(qū)外國人是去不了的。目前外國人可以走的景區(qū)有：拉薩市，納木錯，日喀則（扎什倫布寺），珠峰，林芝（巴松措、巨柏林、比日神山、波密、米堆、然烏），山南（桑耶寺、雍布拉康、羊卓雍錯），阿里部分景區(qū)。
入藏函簡單辦理流程：
請將您的基本信息（包括姓名、國籍、年齡、性別、職業(yè)、護(hù)照號碼）、進(jìn)藏路線、游程時間、旅行意向、聯(lián)系電話等資料提交給西藏當(dāng)?shù)氐穆眯猩?，同時將護(hù)照首頁和簽證的復(fù)印件傳真或Email給我們，您會在2-4日內(nèi)得到入藏的有關(guān)確認(rèn)手續(xù)。
在收到客人的護(hù)照和簽證復(fù)印件后通常可即刻簽出“外國人入藏旅游批準(zhǔn)函”。雖然只需要3個工作日審核簽發(fā)此入藏批準(zhǔn)函，但考慮到與客人相關(guān)的機(jī)票、酒店、導(dǎo)游與車輛等旅游事項(xiàng)的安排預(yù)訂工作，請盡可能早一些辦理申請手續(xù)，以便就入藏旅行線路、時間、地點(diǎn)等有關(guān)資料得到相應(yīng)確認(rèn)。

Effective from March 13, foreign tourists entering Tibet—whether by train or air—must present the original physical copy of their Tibet Travel Permit for verification. In previous years, a photocopy was sufficient for train entry from most mainland Chinese cities. (It is speculated that this adjustment is due to the anticipated surge in foreign arrivals for the Year of the Horse pilgrimage to Mount Kailash, prompting stricter security screening measures.)

Tibet Travel Permit applications submitted in March this year are now being approved, granting foreign tourists access to Tibet during this period. Previously, March was considered a sensitive month, and such applications were routinely postponed.
